You have to prove that you have immigrated from the USSR/Russia before February 06, 1992. There are several documents to prove this. Among them: so called 'visa to Israel', Canadian landed document with the landing date earlier than Feb. 06, 1992, Canadian Citizenship Card or Certificate with the issue date not later than Jan 1995, national passport of any of the countries located on the territory of the former USSR.
